In the past decade protection of open space and natural areas by state and local government has dramatically increased, thanks primarily to voters who approved nearly 1,300 state and local ballot initiatives since 1998 (at a 76% success rate). Florida, California, and Colorado have been leaders at the state level. Localities use an array of methods to fund conservation—bonds, sales taxes, lottery funds, development fees, and more.
